Objective

Implement a function that writes cents into out as a decimal amount with exactly two digits after the point, and returns the number of characters written.

Steps

• cents is an amount in hundredths of a unit and it can be negative. out points to a buffer of at least 24 bytes.
• Write the value of cents into out as whole units, then a ., then two digits of hundredths. 1337 gives 13.37.
• Exactly two digits after the point, always. 10 gives 0.10, and 100 gives 1.00.
• No thousands separator anywhere. 1234567890 gives 12345678.90.
• An amount under one unit keeps a single 0 before the point, so 5 gives 0.05 and 0 gives 0.00.
• For a negative amount the - comes before the first digit, leading zero included: -1 gives -0.01.
• Terminate the string. The grader fills out with junk before every call, so a missing '\0' shows up in the printed string.
• Return how many characters you wrote, the terminator excluded.
• LONG_MIN is a legal input and its absolute value does not fit in a long. Never negate cents into a long: read the digits off the negative value, or widen to an unsigned type first. money_format(LONG_MIN, out) writes -92233720368547758.08 and returns 21.
• The examples print the string you wrote, a space, then the value you returned.
• You cannot call anything, printf and sprintf included, so turn the digits into characters yourself.
